Implementation of parking management and payment system in the City of Umag

Eccos has contracted the implementation of a parking management and payment system with a new client, Komunela. Komunela is a utility company wholly owned by the City of Umag, whose primary activity is the maintenance of parks and landscaping of public green areas, the organization of parking payment and the management of residential buildings.

The City of Umag continues with the arrangement of the waterfront, where the largest part of the investment in the reconstruction of the promenade relates to the arrangement and expansion of parking lots on the Dr. Franjo Tuđman Coast and on the Vladimir Gortan Promenade. These are two parking lots with a total of 450 parking spaces. In addition to modernizing, arranging and increasing the efficiency of existing and new parking spaces, investments are being made in a completely new modern parking system in both parking lots in order to make vehicle flow faster and more efficient. This is exactly what can be achieved with the Eccos integration Smart City platform in combination with the advanced technological solutions of one of the world’s leading manufacturers of parking management systems Skidata.

The parking lots will be equipped with automatic toll booths with touch screens, and payment for services will be possible through various channels (cash, bank cards, SMS or mobile application). When designing the solution, care was taken about the accessibility of wheelchair users, and one automatic cash register has a screen diagonal of 21.5 inches and all the necessary functions and buttons between 80 and 120 cm, which greatly facilitates the use of the wheelchair.

License Plate Recognition (LPR) functionality will be implemented, which speeds up and facilitates the exit of vehicles, entry for subscribers or announced vehicles by automatically raising the ramp after recognizing vehicle license plates before reaching the barrier (ramp). Parking lots will be equipped with charging stations for electric vehicles, and owners of these vehicles will be able to use a short-term (paper) or subscriber (RFID) card for parking and also for vehicle charging payment.
Existing parking lots that were covered by parking meters are now being closed with ramps, which contributes to increased revenue and reduced operating costs. Now every parking user is charged for the service, and there is no need for employees in the parking lot because it is not necessary to check whether all vehicles have valid parking tickets and issue fines.

Expansion of parking capacities with appropriate traffic direction will improve tourists’ experience of Umag and the quality of life of citizens, accessibility to the city center will be resolved and traffic congestion will be reduced in the upcoming season since the project is scheduled for May this year.
