To upgrade the parking management system and access control system for vehicles, the cities of Poreč and Rovinj decided to implement Eccos Smart City Enablement Platform (ESCEP). The implementation of this platform ensures optimal use of existing resources, care for a safe and sustainable environment, and provide access to personalized information to all service users and raise the level of public safety. The platform connects the participants of the smart city processes and provides unrestricted data exchange from different systems, providing a universal interface for program and machine solutions of various manufacturers used by the city administration, as well as by other process participants in the day-to-day city operations. The application solution consists of modules that can be activated separately but also adapted to existing systems depending on the needs of the client or the city.
The cities of Rovinj and Poreč, as a popular tourist destination with a much larger number of tourists during the summer, seek to optimize city traffic and reduce the flow of vehicles through the city centre. Traffic regulation was achieved by setting entry-exit points where LPR cameras were installed to identify vehicles entering a car park. This limits the number of vehicles in selected areas of the city. Vehicle access control, as well as the management of passage permits, is enabled through a user-friendly application interface, and users (tenants, companies, etc.) can renew their weekly, monthly or seasonal permits in a few clicks through various sales channels. The tariff system enables a configuration for emergency services, special occasions, and seasonal tariffs, etc., and a penalty component is also provided.
Eccos has successfully implemented a fiscal solution for parking systems that allows easy monitoring of financial transactions in the system via a central web interface. The integration of all city car parks into the app also allows for work monitoring, user management, and data processing via a simple interface.
All interactions between connected systems run through ESCEP, enabling one of the key platform functionalities – a powerful reporting system. It is possible to create and display different types of reports in accordance with the needs and rights of a particular (city) service that uses the system or individual user. In addition to operating and service reports that facilitate the management of various systems integrated into the ESCEP platform, it is possible to draw up different financial reports.
An additional level of public safety is achieved by the implementation and integration of video surveillance systems at parking lots, which is particularly significant for the car park without human operators. Cameras from various manufacturers are integrated into the Epsimax application where it is possible to view live streams or records, and export selected records.
The implementation of smart solutions in cities, in addition to facilitating traffic and use of parking services in the city centre, makes it easier for the city administration to manage existing city infrastructure and services and enables modifications of the smart city concept in the future according to citizens‘ needs.
