E-mobility in a Smart City concept

The concept of a smart city allows city administrations to manage cities in a new, smarter way, using digital technologies, as well as a better understanding of the needs of citizens and tourists. The implementation environment, and provides access to personalized information to all service users.

E-mobility implies, among other things, the use of green energy, ie electric vehicles and intelligent traffic management in order to reduce environmental pollution. This can be achieved using the Eccos Smart City Enablement Platform (ESCEP). The platform connects participants of the smart city process and provides unrestricted data exchange from different systems.

Even though it is located under the new building of the outpatient hospital of the University Hospital Sveti Duh, it is a public underground garage with almost 500 parking spaces on four storeys, which also houses charging stations for electric vehicles, parking spaces for hybrid vehicles and for bicycles. Poljana – the central square of the city of Šibenik is a new modern city promenade that has also serves to increase the parking capacity of the city with a three-storey underground garage with charging stations for electric vehicles as well. By implementing green technologies, city administrations show their commitment to environmental protection and raising the quality of life in cities.

In addition to the usual system for license plate recognition (LPR), garages have a central control system by which vehicles are navigated. In garages, digital signs display directional symbols that guide drivers to the nearest free parking space and signs at the entrance and throughout the garage indicate the number of available parking spaces (per section, per storey, …). This is achieved by a central control system integrated with sensors installed above each parking space, which indicate the status of the parking space in different colours (available – green, occupied – red) or the type (disability, family, for electric vehicles, etc.). The coloured occupancy indicator for each parking space makes it easy for drivers to see from a distance which parking spaces are available. In addition to showing the number of available spaces at the entrance and in the garage, screens with the display of accessibility by parking lots have been set up through the city of Šibenik so that drivers can immediately head to the parking lot with available spaces. The implementation of these solutions shortens the time of entry/exit of vehicles from/into the garage and finding a free parking space, and thus reduces CO2 emissions.

The mentioned solutions in combination with other functionalities of the ESCEP platform (already used by the city administrations of Cavtat, Poreč, Rovinj and Zagreb) facilitate the management of the existing city infrastructure and services, enable modifications of the smart city concept in the future according to citizens‘ needs which makes the city greener and sustainable. The level of public safety is raised by the integration of safety and security systems (video surveillance, etc.) which are managed by entities other than the city administration.
